where can I purchase a vhs machine that will play back foreign films apparantly foreign films are recorded in a differentformat even though the jacket has vhs stamped on it what is the name for their format

I'd look on eBay. That's probably your best bet to find something cheap.
I'll admit I'm no expert on these matters, but VHS tapes are used in both North America and Europe. In North America, we have NTSC VHS tapes. In Europe, they have PAL VHS tapes. If you buy a run-of-the-mill VCR here in North America, you won't be able to play PAL VHS tapes. I suspect, then, that you've acquired a PAL tape.
What's the difference and why the hell does it exist? If I knew, I'd tell you. I suspect I know what Jonathan Rosenbaum would say about why there is such a difference: it's those damned greedy capitalists. Sadly, he'd probably be right about that.

There isn't compatability across Europe either, France use SECAM system.

Do you find that there is not enough published on DVD? I bought a DVD player recently at Best Buy for $50.00. I love it!

Davenport: You need a dual VCR. Pretty expensive. If you have a lot of them with Pal or Secam format , than it's worth it. If you have only a few foreign movies , have them converted . I don't know where you bought them but knowing you were from the States they should have told you. They wanted to make the sale and didn't care.
