I thought perhaps this might get some of your brain cells firing. Of course there are going to be great movies that are released every year, but some are exceptional. I'm fairly new to the foreign film game so any and all opinions help out tremendously. After a quick study I noticed 1960 looked like a great year for film. Italy alone produced:
L'avventura-Antonioni
La Dolce Vita-Fellini
Rocco and his Brothers-Visconti
Two Women-De Sica
1960 also saw the release of
Ballad of a Soldier-Chukrai-Soviet Union
Le Petit Soldat-Godard-France
Human Condition II-Kobayashi-Japan
Shoot the Piano Player-Truffaut-France
Virgin Spring-Bergman-Sweden
Devi-Ray-India
Are there any other opinions or do I need to find a second job?

1960 also came to my mind before i saw your suggestion; i think Breathless (Godard) is given as that year too. Also, Cloud-Capped Star (Ghatak), and Mughal-e-Azam (Asif)- Indian classics; Black Sunday (Bava), Lola (Demy), Les Bonnes Femmes (Chabrol), Le Trou (Becker), Lady with a Little Dog (Heifits). Dates aren't always accurately given; i understand the imdb is more trustworthy than most, haven't checked these.

What about 1953: Tokyo Story, Ugetsu Monogatari, The Earrings of Madame de, The Wages of Fear, Voyage to Italy, and Monsieur Hulot's Holiday (this may be 1952).

1955: Pather Panchali, Ordet, Lola Montes, Diaboliques, Tales of the Taira Clan, Floating Clouds, Bob le Flambeur, Smiles of a Summer Night, Death of a Cyclist.

1966: Andrei Rublev, Persona, Balthazar, The Battle of Algiers, Closely Observed Trains, Two or Three Things i Know about Her, The Rise to Power of Louis xiv, Le Deuxieme Souffle, Diasies, Tokyo Drifter, Here is Your Life.

Of recent years, 2000 seems strong: Crouching Tiger Hidden Dragon, Amores Perros, In the Mood for Love, A One and a Two, Dancer in the Dark, Blackboards, The Circle, Solas, Show me Love, Code Unknown, Himalaya, Eureka, Werckmeister Harmonies... Time will tell.

The 50's and 60's were great decades for foreign films. I should add 1963; 8 1/2, The Leopard, Contempt, Barren Lives, The Executioner, The Silence, An Actor's Revenge, Muriel, Raven's End, Le Feu Follet, Judex

and 1968; no superstars but strong in depth: My Night with Maud, The Hour of the Furnaces, Memories of Underdevelopment, The Cow, La Femme Infidele, Goto Isle of Love, Death by Hanging, Theorem, Lucia, Chronicle of Anna Magdalena Bach, Shame (and Once Upon a Time in The West was officially Italian).

Then again, 1974 had 3 personal favourites; Mirror, Alice in the Cities, Celine and Julie go Boating.

1994 seems to have been a good year;Three Colours Red/ White, Chungking Express, Burnt by the Sun, Satantango, To Live, Silences of the Palace, Through the Olive Trees, Queen Margot, Wild Reeds.

I don't think there's a clear winner; i'll be interested to see if there's a consensus here.
