Tati's Mr. Hulot's Holiday is the most visually inventive foreign comedy, in my opinion. I'd also like to recommend two hilarious films few have seen:
-Emir Kusturica's Black Cat, White Cat
-Bertrand Blier's Menage (aka Tenue de soiree) with Depardieu, Michel Blanc and Miou-Miou.

La Cage aux Folles
Le Souffle au Coeur

(Y Tu Mama Tambien
The Man Without a Past)

and I found Le Mépris very funny.

Divorce Italian Style-classical Mastroianni directed by Pietro Germi.
Mi Manda Picone - Giancarlo Giannini directed by Nanny Loy.
Any early Alberto Sordi film - Il Vigile, Costa Azzurra, Polvere de Stelle...
Miseria and Nobilta, starring the great Toto

Also, check out Montenegro Tango by Dusan Makejevich, about a middle class woman who falls in with a pack of gypsies...the knife in the head scene is hilarious.

I've always found it intereting that among movies that are successful overseas, comedies are much less represented. (Except for Hollywood films, as an American living in Korea, I find it absolutely embarrasing that there isn't a week that goes by where some Leslie Neilson movie doesn't play on cable.)

Of course, light-hearted (ie, Miramaxed) movies are a dime-a-dozen, but actually comedies are much rare compared to other genres.

That said, however, check out "Barking Dogs Never Bite" from Korea. It's somewhat of a black comedy, although it isn't all that dark.
