When the beloved wife and daughter of John North (Brian Bosworth) -- an Army drill sergeant -- get brutally murdered in a random act of violence, he takes to the streets of Venice, Calif., to seek revenge. But when he discovers that the killer (Bruce Payne) is under federal protection, North has to get creative to achieve his goal. Rapper M.C. Hammer appears in a small role as a drug dealer coping with his brother's death.
