Posing as a migrant worker, undercover cop J.C. Ryan (Michael J. Moore) takes a job at Mr. Mitchell's (John Vernon) plantation on the Texas-Mexico border. Ryan soon uncovers his boss's illegal pact with the labor union -- an arrangement that's exploiting workers.
