William Sanders (Max Thayer) and Harry Cotter (John Dresden) lead an elite group of Green Berets on a mission in Vietnam, but when Cotter is captured, KGB agents implant a microchip in his head that turns him into a killing machine whom Sanders is forced to hunt down. Cotter goes on a deadly rampage in Latin America, where he attempts to assassinate the pope. Sanders is hot on his trail, however, and the former friends face off.
